My neighbor's grass is a foot long. Don't they have to mow it!?

The lawn grass/weeds cannot be longer than 8 inches. Once a complaint has been received, the Township sends the property owner a letter informing them of the violation and informs them that they have 10 business days to resolve the issue. If the property owner does not mow the grass the Township’s contractor will mow the property at a cost of $350 per acre.
